The Town of Marystown, with a population of 5,204, is a wonderful place to work, live and raise a family. Located in the heart of the Burin Peninsula, Marystown is the economic and commercial centre for the peninsula, boasting over two hundred active businesses providing services in a variety of sectors including marine fabrication for the offshore oil industry, heavy industry, manufacturing, aquaculture, fishing, regional commercial shopping anchors, and a government service centre. It is a community with a deep and proud history in the fishery. Recently Marystown has been the site of a considerable amount of offshore related manufacturing. Marystown and surrounding area is home to four (4) public schools, and post-secondary institutions in the area include two trade-colleges, College of the North Atlantic and Keyin College. For sport enthusiasts the area has a myriad of recreation facilities for softball, soccer, swimming, track and field, and hockey where you can find endless outlets to express support or participate in these active groups and clubs. In 2016 the Town, through the YMCA, opened its new $11.5 million Recreation Complex, which includes a year-around swimming pool, walking track, fitness room, gymnasium, and a community room. Its most famous sports personality is Kaetlyn Osmond, a former competitive Canadian Figure Skater who competed in ladies’ singles. She was  the 2018 World Champion, the 2018 Olympic Team Event Champion, and the 2018 Olympic Bronze Medalist. Marystown is 306 kilometers from the Capital City of St. John’s.

Marystown is hiring two fulltime permanent management positions – Town Manager and Director of Recreation and Community Services.

Town Manager

Reporting directly to Council, the Town Manager is responsible to provide leadership for all day-to-day operations, oversee the provision and management of quality services and programs to meet the needs of the residents of Marystown in accordance with statutory requirements and guidelines, municipal by-laws and policies, and provide advice and recommendations to Council. The Town Manager will provide key direction in strategic planning and provide leadership to the Senior Management Team and staff and ensure they are motivated and committed to providing an elevated level of public service. The Town Manager acts as “Head” under the Access to Information and Protection of Privacy Act and is the Coordinator of the Town’s Emergency Operations Center.

Town Manager Qualifications

A high degree of collaboration, innovation and creativity arising from experience as an executive level manager, a university degree in Business Administration, Commerce, Public Administration or another equivalent area of studies, combined with progressive senior management experience where he/she has demonstrated strong leadership, effective management skills, good judgment, a strong work ethic, excellent inter-personal and communications skills and a visionary leadership style. The ideal candidate would have knowledge and experience in collective bargaining, union negotiations, capital works funding programs, proposal writing, economic development, and interpersonal, written and oral communication skills. Experience and/or certification in municipal administration would be a definite asset. Candidates with a suitable combination of education and experience will also be considered.

A minimum of five (5) years progressive senior managerial experience with practical experience in supervision and management in a senior administrative role is essential to fulfill the requirements of this position. In addition to the above, the Town Manager must instill confidence and trust in the workforce and be capable of motivating and organizing the senior management team to work collaboratively to support the goals and priorities identified by Council.

Given the nature of this position and the need to respond to municipal issues in a timely manner when required, preference will be given to qualified candidates who reside in or are willing to relocate to Marystown.

Director of Recreation and Community Services

Reporting to the Town Manager, the Director of Recreation and Community Services is responsible for the development and delivery of an integrated roster of services and programs to enhance the quality of life of residents of all ages. The Director will manage all recreation facilities and community events, prepare reports on recreational facilities, programs, and other issues that maybe requested by the Committee, manage and coordinate the development of the Department’s budget, monitor and approve expenditures in accordance with the Town’s policies, prepare grant applications for recreational events and activities, and  implement activities consistent with Council’s strategic priorities.

As a member of the Senior Management Team, the Director contributes to the effective management of the Town by leading the development of longer-term policy and management planning, acting as a liaison with Council’s Recreation and Special Events Committee and providing advice and consultation on issues that arise.

Director of Recreation and Community Services Qualifications

A postsecondary education in the field of recreation, physical education, or facilities management combined with specific skills and experience in community recreation program development and event planning, a valid driver’s license, excellent people skills, and effective verbal and written communication skills. Four or more years experience in a municipal setting as a recreation professional with at least two years management experience would be a definite asset. The ideal candidate would have demonstrated the ability to communicate and interact effectively with various groups and organizations and effectively manage employees and volunteers. Candidates with a suitable combination of education and experience will also be considered.

Preference will be given to qualified candidates who reside in or are willing to relocate to Marystown.
